[MPlayer-translations] Is partially translated man page acceptable?

I haven't followed the UTF8 discussion too closely, but if you could
convert it to utf-8, it would be better. If for some reason, it's too
complicated, just forget about it: it's better to have a translated
file than nitpicking about a charset.

I'd say yes. Commit your partially translated file, and state what's
done and what's left to do in the commit message (IMHO, it's not a
good idea to put it in the header of the file, but it's just me).
