It seems to work as intended. The default is to change the timing by at
most 10% to recover from inconsistent timestamps, and it takes about 7
seconds to recover from 0.7 s desync. You can change that behavior with
the -mc option (which takes a maximum video timing change per frame in
seconds). The converted mpeg behaves differently probably because the
timestamps actually seem worse (both audio and video timestamps go
backwards further on in the file, around 12 seconds).
