[MPlayer-dev-eng] New policy proposal

Hi

As all developers should already know ive added a new_policy_proposal.txt
to svn DOCS/tech

differences to the current policy are
* a formal voting procedure
* some clarifications
* moving text which was outside the policy but should have been in it into
  it
* ive replaced a few mplayer-dev-eng by public developer mailing list
  to make it more generic (maybe other projects would want to use it
  in the distant future ...)
* a rule about compiler warning fixes
* a "also subscribe to the public developer mailing list"
  as currently policy seems to only require svnlog subscription
* a direct reference to patches.txt
* a rule against personal insults on public lists
* a rule which requires the admin/leader to provide a svn dump
  if someone wants to fork mplayer
* a rule which requires passwords to be sent encrypted with gpg
  if both parties know gpg
* formal warning and and account suspension policy
* new developers should be asked for email adresseS and phone number
  which of course are optional but pretty usefull to contact them
  if the need arises like in case of copyright/license questions
* probably a few things ive forgotten

please read it and provide suggestions for improvements
especially suggestions to clarify it are welcome
