$ cat /proc/cpuinfo
model name      : AMD Athlon(tm) 64 Processor 3700+
cpu MHz         : 1004.602

I use throttling on my 2.2GHz A64 3700+ and this is visible in /proc/cpuinfo. 
Do I misunderstand what you mean here?
