 Ehm, did someone rewrite divx4_vbr without me noticing? I don't think so.

There exists GPLd implementation of this functionality by Christoph
Lampert, but as he says it's not optimizied yet, so produces worse quality results
then OpenDivx stuff, so it makes not much sense to commit it just yet.
