The imho only useful way to capture dvb (with MPlayer) is 
mplayer dvb://ard -dumpstream
(Note that you can get several audio streams like this, 
this is not supported with some "simpler" solutions.)

Please understand that MEncoder is not an actively maintained 
application for several years, the preferred application is now 
FFmpeg - it does not understand "dvb://", but it reads the 
stream dumps fine that mplayer -dumpstream produces.
