I am not sure what you mean here. Video compression is a matter of balance
between quality and compression: compress more, you get poorer quality; aim
for better quality, you get bigger files.

To say that something helps for compression must mean that that something
allow to get smaller files with the same quality. Therefore, the very same
something helps for quality: just aim for a slightly better quality than the
original.
