Yes.  See: tele_src and tele_dest

That's not telecine at all, that's just speeding-up the video/audio. 
Telecine allows the video to play at the same speed, while outputing
the correct number of fields required for the display.

If you want to speed-up the video, just use: -speed

See LADSPA.  There is a plug-in for pitch-shifting audio you can use.
