Hello Experts

 I am trying to encode a video in two different ways

1. Encode video into a 750kbps CBR mode
2. Encode every alternate 400ms into 0.5mbps and 1Mbps video.


I am facing the below mentioned issues.

 For Item 1

 1. Tried using the minrate=maxrate=buffer size. When i play the video I am
getting a variable bit rate, This information was seen through the
statistics in the VLC media player.

Question: How do i encode a video into 750kbps QVGA format.

For Item 2

Question: Is there a way i can encode every alternate slice of 400ms into
two different bitrates?
