I have a duron 1.1, this one is quite cheap ( 49 EUR for 1.3 Ghz right now) 
and I have a load of around 52 % till playing divx , just for give you an 
idea. With decreasing quality you will be able to do this on a 700/800 Mhz 
CPU (intel/amd not via epia)
