Actually I believe it's the 3rd option.  The application was originally limited to CBR, and the time-map is a workaround to handle VBR properly.  Same goes for it's handling of non-AVI files, by building having to build an index :-(

No, it's not perfect, but neither is mplayer/mencoder.  They both do their specific jobs well enough, however.

When someone builds an easy to use GUI around it, and it gets the ability to reconstruct keyframes without re-encoding the entire video, I'll consider it.
