Since it is actually a bit trickier than that, your example line combined with that should be
mencoder IN.avi -nosound -ovc lavc -lavcopts vcodec=png:format=rgb24 -of lavf -lavfopts format=image2 -vf filmdint -ofps 24000/1001 -o ffmpeg://dummy://OUT%d.png
