Due to the idiotic way Windows added Unicode support there is no well-working way yet.
However you can use the short (8.3/DOS) filename.
What might also work is playing via ffmpeg://file:// but note that you have to specify the filename UTF-8 encoded then and I doubt there is a sane way to do that.
