I respond to myself so the solution is documented on the list.
Yes, there is a way: One needs to convert the closed captions to
some other format mplayer supports.

I used ccextractor.0.52 from: http://ccextractor.sourceforge.net/
with excellent results.  It produced an srt file which is I could play
with mplayer.

This was the final piece of the puzzle for me in order to encode over
the air ATSC broadcasts.
