a few quick samples with a short 60-second clip:

vbitrate=200, vratetol=default: result 203.765
vbitrate=300: vratetol=default: result 306.268
vbitrate=400: vratetol=default: result 404.721

vbitrate=200, vratetol=1000: result 201.920
vbitrate=300, vratetol=1000: result 300.663
vbitrate=400, vratetol=1000: result 400.874
