I think we can rule out mplayer now.

The following line is from dmesg output

ivtv0-fb: Display size 720x480 (720x480 Virtual) @ 8bpp

When I "cat someVideo.mpg > /dev/video16"
I don't see anything because the framebuffer overlay defaults to opaque.
To make the framebuffer overlay transparent try this.
v4l2-ctl --set-fbuf=chromakey=1
