A codec specifically for B&W videos?  I think not.  There's certainly no
reason for it.  Digital video codecs seperate color (chroma) from B&W
(luma) information before encoding, and handle them separately, anyhow. 
If encoding B&W videos shows artifacts, you'll see them with color
videos as well.
