And to my knowledge this is already done, just with the absolutely
minimum of manpower.
Anyway, all that discussion is moot without someone to implement it.
At least one person seems interested in taking the job (though honestly
I think more than one person would be better, I find it somewhat
unjustified to call something that depends on a single person "stable"),
and whoever does the job gets to say how it is done. Full stop.
With the exception that they might have to compromise to get the support
of the developers ;-)
Apart from that I would like to mention that in the case of FFmpeg a lot
of people have been asked to do more than complain and make releases. So
far all have refused, mostly arguing that they would absolutely need the
developers to help them, despite some of them already create
distribution packages and basically already do all the work that is
necessary, just that they do it x times instead of once.
So somehow making a release is either not as simple or not as important as
some people seem to imagine, otherwise I do not really have an
explanation for that.
At least that is how I remember things.
