You still have a config file on Windows. If mplayer.exe is in C:\MPlayer, then
C:\MPlayer\mplayer corresponds to ~/mplayer on Linux. Also, if you run
MPlayer from within MSYS, then ~/mplayer exists and it will look there for
config, subfont.ttf, etc.
