No, I don't think you would have to reencode the videos.

You'll get two normal subtitles (srt, sub...) and then with some tool merge 
them in a ssa subtitle, that would display both subtitles, one on top the 
other on the botton, like the sample video does with Japanese subtitles. 
But I don't know if such a tool exists or if it would easy to develop.
