For those created with -dumpstream no, it is supposed to be the raw
stream.
Though getting it to work with a file created by mencoder would be worth
consideration - but it would be a lot of effort, there are so many
issues.
In addition to the program mentioned for fixing, remuxing with ffmpeg
might be worth a try.
