So I guess for non-developers like me, we will need to wait until a new pre-compiled binary is released for windows (at http://www.mplayerhq.hu/design7/dload.html) that uses the correct libdvdcss?

there seems to be something wrong with your libdvdcss. Try to change 
version or use the other incarnation (mpdvdkit <> external dvdcss)
