In reference to the email sent by Krzysztof Duchnowski, I have also
tried latest VLC, and from my obsersations it seems that seeking on
the above file more or less works (although quality of image suffers
significantly on seeking). I have also tried the example given by
Krzysztof :

mencoder tea.mp4 -ovc lavc -oac lavc -lavcopts
acodec=wmav2:vcodec=wmv2:vbitrate=1600:keyint=25 -mc 0 -noskip -o
tea.avi

It works. I noticed slight degradation of image quality. I have tried
to add "vbitrate=1600" but it seems to make no difference. There seems
to be no option "-sameq" which can be found in ffmpeg. No matter what
is the cause of the quality degradation it _is_ noticeable, since for
example it makes lipreading the speaker harder :(  Is it limitation of
the codec, or can the video quality be improved?
