Ah, looks like a path to fixing this! Thank you so much! :)

Here is what
 happens for me, ... I think I got everything right.  I saved the .diff file to the /mingw/include directory, .... and here is result of patch command:

$ patch -i file64_mingw.diff
patching file `io.h'
Hunk #1 succeeded at 288 (offset -40 lines).
can't find file to patch at input line 18
Perhaps you should have used the -p or --strip option?
The text leading up to this was:

It basically prompts me for "File to patch:" at this point.  It looks like it had a hiccup in there :(
