It's a completely from scratch written AC3 decoder. It used to have a
little bit of code borrowed from liba52, but not anymore AFAIR

liba52 is GPL, the new decoder is LGPL. It's the only advantage right
now as liba52 probably handles more samples gracefully, and is faster.
However, this is due to change and get better as the new decoder is
used as the new default.

The other advantage of the new AC3 is that it serves as the base of
the new E-AC3 beeing worked on this summer as part of
GoogleSummerOfCode.
