No, your subtitles are for a different fps than your video file uses.
VLC recognizes the fps the subs were made for by a subtitle of the form
"{1}{1}number" and converts things accordingly.

How could it be fps-independent? If you have a 25 and a 30 fps movie,
frame number 100 can't contain the same thing, otherwise the 30 fps
variant would be playing 20% faster!
