mencoder -ovc copy -oac copy <in file> -o <out file> -ss <start  
point> -endpos <end point>

The MPlayer community likes bloat free software, and are generally  
willing to add in one six-to-twenty-six second step to get the job  
done with the existing tools. There's probably three different ways  
to do this (one alternative is to use -ovc frameno, then mplayer that  
file with the -dumpaudio option) without having to introduce a whole  
new feature into MPlayer.

Just real the manual, and don't be afraid to get creative.
