I do not believe this will work in Windows because it lacks the same
setup for managing devices (obviously). Try simply running the
program with the -tv switch, see what happens. If I remember
correctly, those settings should be auto-detected if your computer
recognizes it properly, or if no major changes need to be made (IE
you don't need to switch from PAL to NTSC, or to SECAM, or you have
two TV cards and you want to use this one, not that one).
An important question to ask here is if this is an internal PCI card.
If this is an external USB TV device, the rules of the game may
change. I'm not completely sure. However, please keep in mind that
it's entirely possible that TV support in MPlayer for Windows is
broken at this point while they attempt to figure out the Windows
equivalent to /dev/
