It's probably better to get vcdimager (see
http://www.vcdimager.org/software.phtml ) and use one of its tools,
vcdxrip.

I'm curious why you force the fps to 30. Also, specifying -lavcopts
twice is a bad idea. Not that this is too relevant - imo mencoder may
not be the best tool for this job.
