Strangely enough it's done with MPlayer, not MEncoder.
See -dump*sub, -dumpsub options, you can dump in a lot of formats (so
select the one that you like best translating ;)
Of course you need to select the correct subtitle with -sid, -slang and
(as you have separate files) -vobsub.
