It is not running as root.  I needed to do the following:

xhost +local:video@

video is the user that the X session is running as.  It seems it would
not allow a different instance of the video user to use the X session
without doing this.  Once I added that, I was able to add a crontab
entry as the video user and mplayer would play when scheduled.

at however, still does not work.
