Is countquant.pl broken or is it liblavc?

With the latest mencoder (and for some time now) the quants displayed
by countquant have started around 200 and go up to thousands with low
bitrate mpeg4 encodes. It also displays an average of 0.000000 when the
"true" figure must be around 500. It used to start at 2 (as per vqmin),
end at <=31 (as per vqmax) and average around 4-7 with my normal
material.
Anyone know what's going on?
