Yes, because the codec doesn't need so many bits to encode the movie,
so you can specify either 2000 or 8000, but if the codec can store
the frame with the best quality using i.e. 1400 kbps, it won't use
8000. if you want to encode at best quality, use vqscale=2 instead of vbitrate=...
