I don't use KDE so I can't speak to this. It works for me in
enlightenment. :)

Yes, you can use the -xy option when you first play the video.

$ mplayer file.avi -xy 2.5

...will scale the video to 2.5 times original size.

Somebody else might be able to give you a better answer.
