Not by itself.  the libavcodec only will encode MPEG1
You need to use other tools like mjpegtools to make a MPEG2, similar to the way
to make S/VCDs.

It shouldn't be too hard to use mencoder to encode it to some other format, then use 
something else to convert it to mpeg2 (transcode? mjpegtools?)
