[MPlayer-users] strange tv input behavior

It could be that the output of your VCR is not tuned accurately to
channel 37. There is usually a litle screw on the back of the VCR to
adjust this. If it is available to you use a composite or, even
better, S-video connection rather than RF.

Could just be down to the very poor signal.
