have you tried this from the faq?
"hdparm -d1 -a8 -u1 (cdrom device)
This enables DMA access, read-ahead, and IRQ unmasking (read the hdparm man 
page for a detailed explanation)."

rh8.0 won't let you turn on DMA unless you do the following:
"gotta add 'options ide-cd dma=1' to /etc/modules 
and reboot."

hope that helps, it cured my crappy dvd playback probs...=)

P.S.  i use kde-3.1 which is pretty resource intensive.  there are tiny skips 
when playing back movies unless the movie window is the currently active 
window (i.e. has input focus).
