Turned out to be in /usr/local/lib; I took some advice from a section of 
TFM about an analogous runtime problem and modified /etc/ld.so.config 
and ran ldconfig. Now config.h has a far more accurate notion of the 
version of libmp3lame. Life is good, though it's interesting that this 
faked out cc_check.
