Hi, together with mplayer, mjpegtools and mencvcd script you can do that, for 
example

mencvcd mpegfile avifile

or 

mencvcd mpegfile avifile -vnorm n -vfr 1 
for ntsc videos.

see mencvcd -? for possible options...
