for transforming a 16:9 movie to 4:3 you only need the "-w" option.

Yes, option "-M" of yuvscaler can do it

then with the newest mencvcd script v0.2 you can also use option "-a" to set 
an aspect ratio for SVCD's , mplayer understand it, but not my dvd player.
