mplayer -vo mpegpes -ao mpegpes can do that, for DVB support
if you compile mplayer with ./configure --disable-dvb it will write mpeg to
file instead of the DVB card. anyway it's a ahck, as no bitrate control and
such things, but keep in mind, it was not the goal.

when i know enough to be able to write proper PS files instead of PES, i'll
implement mpeg muxer into mencoder.

no, i mean padding packets and other bit-level stuff in mpeg-ps files
(demuxer layer) nothing with fields or telecine (codec level)
