libc is LGPL, so this does not apply.

GNU gettext (iirc), for example, is GPL (not LGPL). As are many other
GNU libraries. You indeed cannot legally distribute a "modified work"
(anything linked against these), unless it is GPL. Note that this
probably does not apply to source distributions.
