I have the same problems on ATI - image slightly shifted when tv connector is plugged in.
(But I ignore that.)

If you use -vo vesa then currently no. (But I'll add such feature in the future).
If you use vesafb - try fbset.
If you use X11 over vesa then try xvidtune
