That's easy enough, you can use env variables. Debian policy already
talks about DEB_BUILD_OPTIONS env var.

I believe dh_installdebconf will do the right thing, add the right
hooks to the maintainer scripts if the files in debian/ are arranged
properly.

I haven't played with it much though!
