Just look at the Russian docs, you'll see how long they have been
neglected, so yes, we need a translator.

BTW, you should try to get some fellow Russians to help you out with the
translation.  Translations always work best in teams.  The work is
shared and there is a chance for somebody to review the translation.

Sorry if I keep repeating myself: Did you have a look at
DOCS/tech/translations.txt already?
