The command line is correct, look at DOCS/tech/manpage.txt.
BTW, you may wish to check out Cygwin, it will give you a real Unix
environment on Windows.

I'm not sure UTF-8 is OK, but I had hoped you were :) If you want to
have the file in UTF-8, it shall be UTF-8 ..
