[Mplayer-dvb] lavc=9000 and bitrate

and it's normal. the dvb card doesnt like avg bitrate above 12000

by default its set to constant qscale (3), insteda of constant bitrate.
for high-res complex videos it may be bad, resulting too high bitrate.
