[Mplayer-dvb] offline NTSC svcd to DVB compatible PAL

i have tried the tipp found in the mailinglist archives, but that was
for mplayer 0.60. (i use 0.90pre6)

my last guess was:

mencoder -vc mpeg12 -ovc lavc -vop lavc,expand=720:576 -oac pcm \
input.svcd -o test.pal

but i'm a little bit lost with the many parameters. :-(

can anybody tell me if conversation is possible and when yes, how?
