imho x86 only, libavcodec is not (yet) optimized for non-x86 archs
(there are some for Alpha, but imho it's decoder only)

depends on cpu

i don't know k7, some ppl say it's better than p4, some say p4 is better.

but the basic rule: faster cpu -> better quality at realtime encoding
