Any idea, how high the bitrate could get ? (depends on dvbs buffer etc)

What about a workaround that varies between lavc=5 (or even lower) and lavc=1
depending on the size of the last encoded frame - so some kind of prediction ?

Is the problem a maximum amount of bytes for a whole GOP that should not be
exceeded ? Then we could generally encode with lavc=1 but lower the value
depending on the frame size of the last encoded frame - so we could always
stay under a certain maximum size (buffer size) ?
Or is it a maximum "bitrate" for a single frame that must not be exceeded ?
Then only fixed bitrate might help :-(
